The weights are only used in ICP.

If you need weighted distribution then you could consider using CARP. The
CARP distribution is weigthed by the URL namespace, assigning different
proportions of the possible URLs to different servers.

Or you could extend the round-robin algorithm to use a weighted
round-robin. See getRoundRobinParent().
