It specifically applies to dstdomain.

If you request an IP address then dstdomain will attempt to reverse-lookup
the name of that IP to reduce the chance that users can bypass dstdomain
by simply requesting the IP address instead of the server name.

Regarding your problem, does your Squid have direct access to the
Internet, or do you access Internet via a parent?

If via a parent, is do you at least have full DNS access?

Is the problem visible on all requests, or just requests for IP addresses?
