A setup of 2 medium sized servers (PIII or P4), 512MB ram and 4 IDE drives
or 2 SCSI drives each whould be quite suitable for this I think, but it
would be interesting to know the amount of concurrent HTTP connections as
well as the HTTP requests/s over that connections as this is the main
parameters needed for scaling.

For Squid it is more efficient to go for several not very big servers than
one powerful big one. Such design is also easier to maintain and less
error prone as you do not have a single point of failure.
