The solution is to block that IP and tell them something like this:

"One of your systems is spewing garbage at our proxy. This is a violation of
our AUP (acceptable use policy), and we have blocked your IP address in
reponse. We will not remove the block until you certify to us that you have
found and fixed the problem."

You do have an AUP that lets you do this, don't you?
