You can't really accelerate POP since the content changes often.

You may want to combine a caching IMAP proxy server with something that adds
SSL.

Don't know if you can find the same for POP.

Stunnel, www.stunnel.org, will allow you to add SSL to most network
services.

IMAP Proxy, http://freshmeat.net/projects/imapproxy, will do the IMAP stuff.

Nothing to do with Squid.
