This will limit downloads to in total 200KB/s or 170KB/s per subnet, with
a substantial burst marging to not limit the speed unless there is
downloads.

But I would scale these down a bit if you only have a 2Mbps link.
Certainly the overcommit in the global pool does not make much sense if
you have a 2Mbps link as nobody will be able to use that pool credit as
your link will start limiting bandwidth before the pool gets drained.
