Because of two reasons:

   a) The ICAP support is not yet stable

   b) Squid-2.5 is frozen and no new features is allowed into this branch,
even if it was stable.

There is an opportunity for ICAP to enter the Squid-3.0 release of Squid,
but as of yet noone has sponsored the developement of ICAP support for
Squid-3.0 so there is none availabe to merge into the Squid-3.0
release..

When one of the maintainers of the ICAP patch for Squid-2.5 releases a
