Squid-3 CVS from around 2005-06-09 and 2005-06-17.
On my laptop (where most my Squid development take place) which once upon
a time started out as RedHat 7.3, but none of this should be OS dependent.
The squid.conf I used can be found at
http://www.henriknordstrom.net/tests/shinimai.conf
and accesses to http://www.localhost.com:8080/ with www.localhost.com
pointing to this Squid gives back the squid-cache.org web site. (used port
8080 as I usually do not run Squid as root)
nothing special in /etc/hosts on the Squid server.

You are either missing libtool, or aclocal fails to find it.
