[squid-users] tcp_outgoing_tos problem.. is 0x02 being removed?

I am running squid 2.5.9 on Debian Sarge. I am attempting to use the
tcp_outgoing_tos feature. If I set the value to 0x08, I can verify that
the TOS is being set correctly with tcpdump. If I use 0x02, tcpdump
shows the TOS value as 0x00. Similarly, if I try to use 0x12 tcpdump
shows 0x10. So it seems like 0x02 is being removed.

Can someone confirm this? Why can't I use 0x02 for a TOS value in squid?
