[squid-users] txt file acl with squid on xp via cygwin

I need my squid running on XP via cygwin to point to a file residing in
C:\squid\etc\blocked.txt. squid returns a file not found when
trying multiple combinations of syntax including
cygdrive/c/squid/etc/blocked.txt etc/blocked.txt and many other
combinations i have tried. please help

i currently have it set as:
acl blocked url_regex "etc/blocked.txt"
in the squid.conf file
