I would think that you would have to look into either iptables/CBQ or
delay pools - I am sure I read somewhere that you can have acl's based
on the reply-body size.

Is it possible for squid to limit bandwidth based on requested file size
with delay_pool?
So, if A downloads 3 Mb file he will get less bandwidth than B who
downloads 300 Kb file.

If not, is there any clue how to do it?
