Every package manager in use today supports local packages. The debian apt
system certainly does.

Any administrator having to maintain 50+ systems should learn to use and
customize the package manager to make his life as streamlined as possible.

And then an official statement: The Squid version supported on this list
is the current STABLE source version at the time. The primary support
channel for binaries provided by various OS vendors is the respective OS
vendors support channel. It is assumed you have verified that the problem
does exists in the current STABLE source version before posting a question
regarding communication or stability issues.
