downgrading to squid2.5stable13 didnot solved my problem about delay
pools. my problm is when delaypools reach limit (eg downloading file) i
cannot browsing to any site except i stop my download session.

i try to downgrade to squid2.5stable13 because this version is the last
version i have used on my windows machine before moving to openbsd 3.9.
and delay pools work better on that version in my windows machine.

SquidNT vesion 2.5stable13 delay pools work better than what i have on
my Openbsd, it can shares delay pools limited bandwith between download
and browsing smoothly.

i wonder what caused the problem exactly??
