Some suggestion:

- Squid on Windows works using select(), when on OpenBSD should use
poll(), you can try to force select() on OpenBSD with configure..
- Binaries for Windows are build for 2048 filedescriptors, may be
that on OpenBSD are lower
- Try Squid for Windows 2.6 STABLE3 as reference, if it works fine,
the problem is in the OpenBSD side.
