It would only work if it gets re-NATed at some further point (at the ISP
perhaps?). 192.168.0.0/16 is "private" IP space and will not work on
the Internet at large. That said, the NAT box would be able to receive
requests (for example) on 192.168.3.1 and pass them off from 192.168.3.2
to a default gateway (another machine) at 192.168.3.3 which re-NATs that
to something non-RFC1918...

But this is kind of off topic for a Squid mailing list.
