You sure it's swap.state that grows? During the rebuild there is two
files..

swap.state the old index log
swap.state.new the new index log while it's rebuilt

and it's only swap.state.new that grows..

when the rebuild has completed swap.state is replaced by swap.state.new
by removing swap.state and renaming swap.state.new.
