Is squid running? Chek "ps -ef" and "lsof -ni tcp:3128" output.
What happens if you telnet to squid's IP on one of the ports?
If you get "Connection refused" straight away, it isn't running.
If it just "hangs" and eventually times out you are being blocked
somewhere or aren't getting to the squid server.
