Ah, I just checked the 2.6 syntax is an implicit _allow_ syntax.

What you need to deny is probably:
  access_log <log-file-path> squid !test_url

or if that does not work try logging those URL to the magic 'none' file:
  access_log none test_url
  access_log <log-file-path> squid
