Not at present. It should not be too hard to add though.

For now squid just has a combination of tcp_outgoing_tos to set the TOS on
all squid outputs and delay_pools to bandwidth-manage the MISS'es within
squid. cache HIT's don't get passed through the delay pools, so have the
effect you want.
