It might be:

tcp_outgoing_address ISP1_IP_ADDRESS ip1
tcp_outgoing_address ISP2_IP_ADDRESS ip2
tcp_outgoing_address ISP3_IP_ADDRESS ip3

replace ISP{x}_IP_ADDRESS with real IPs.
