[squid-users] Not authenticating to parent proxy - why?

Goal: to provide users in a small subnetwork access to internet on mobile
devices without having them authenticate with the main gate proxy
themselves, going through a child proxy (squid).

The child proxy setup should authenticate to the parent proxy and allow the
mobile devices through itself without question.

However, despite having the login/password in the config, squid does not
appear to authenticate to the parent proxy.
