Tcp/udp ports < 1024 are considered privileged and only root can use
them. You should be able to run squid on a port > 1024. (google on
"linux privileged ports)

Be sure to check with the sysadmin of the server to make sure they allow
the port(s) you choose via the system firewall (assuming there is one).

Easiest way to test is to launch squid on XX port and then from a dos
prompt, telnet to the host using this syntax: telnet 10.10.10.10 2083
(assuming 10.10.10.10 is the ip of the server and 2083 is the port you
choose).
