It's there for backwards compatibility only.

access_log /path/to/access.log
emulate_httpd_log on

is equivalent to

access_log /path/to/access.log common

But if you have

access_log /path/to/access.log squid
[or any other format]

then emulate_httpd_log is ignored. emulate_httpd_log only have effect if
the access_log directive do not specify which format to use for the log.
