HTTP protocol requires the use of GMT dates and times on generated
content. These are expected to differ form the local time unless you
live in the UK.

If your squid has negative_ttl set to anything other than 0 seconds it
is wrongly storing error pages and WILL be presenting them to people
when the error is no longer happening.
