  www.debian.org has address 2001:388:1034:2900::26
  www.debian.org has address 150.203.164.38

Squid 3.1 tries v6 first. 3.1.5 thru 3.1.7 has a few the noticeable
failover problems (you saw the page) when the v6 is not able to be
connected. These are mostly resolved right after the Squeeze code was
frozen, the unlucky matter of a few days.

NP: Ah, squid3-cgi was renamed to squid-cgi in Squeeze.
