 PURGE will only affect the individual proxy to which you send it. It is
 not relayed.

 To do a removal from a whole cluster or hierarchy use HTCP. The HTCP
 CLR packet is equivalent to PURGE, but is much faster gets passed around
 the cluster. Each proxy has an htcp_clr_access directive to control
 whether it will accept CLR or ignore (default is to ignore).

 I'm not aware of any publicly available tools which send HTCP though.
 I'd kind of like squidclient to get an upgrade. Patches welcome.
