The way you have chosen to restrict downloads gives you no choice. It is
a large reply; being a HIT or MISS is irrelevant, and Squid does not
supply an ACL types to match HIT or MISS.
You may be able to get what you want by using Squid-3.2.2 or later (just
available) with an hier_code type ACL testing for and permitting
responses when it matches HIER_NONE.
