the network layout i have in mind is.

Internet
       |
       |
LEA firewall
      |
      |
Squid Proxy transparent (also providing DHCP on Nic2)
Nic 1 10.225.x.x
Nic 2 192.168.0.x
      |
      |
Wireless Access Point

in my mind this will mean that users connect to the network through
access point and have internet connectivity without the need to add
proxy information to their mobile device.
