Just to be crystal clear as the announcement wording seems to have
caused some worries:

Squid-3.4 series (current stable) supports compiling in any GCC 4.0+
using C++98 or C++11 depending on the compiler version.

Squid-3.5 series (current alpha / "pre-beta") supports compiling in any
GCC 4.0+ using C++98 or C++11 depending on the compiler version.
=> Some advertised performance enhancements may not be very performant
with older compilers.

Squid-3.6 series (2015 release) will require C++11 abilities only found
in GCC 4.8 or Clang 3.3.

The Squid RoadMap has been updated to reflect this.
