Can't bootstrap Squid on Cygwin

Hi Robert,

After a cvsmerge, I can't bootstrap the nt branch. This is the error:

$ ./bootstrap.sh
Can't do inplace edit on aclocal.m4: Permission denied.
autoheader: error: AC_CONFIG_HEADERS not found in configure.in
autoheader failed
Autotool bootstrapping failed. You will need to investigate and correct
before you can develop on this source tree

$ automake --version
