Change to default behaviour of "http-violations" in squid-3 ./configure

Hi,

Just to note for those who are building (or about to) squid-3 from CVS, the
default behavior of ./configure was recently changed to
--disable-http-violations.

The net effect of this it that use of the reload-into-ims parameter in the
main squid.conf and refresh-patterns statements will no longer be accepted
by squid unless you explicitly build with --enable-http-violations.
