Currently the build environment of Squid on Windows is Windows 2000 based,
I'm not totally sure that it can works on NT 4.0.

Please note that the MinGW environment should works fine on NT 4.

Please verify if the perl binaries are in the internal MS VisualStudio
executables path.

True, the "usebackq" option of FOR is available starting from Windows 2000.
