Connection error when trying to Purge an individual object

I installed squidclient and now trying to purge one object:

squidclient -m PURGE http://www.somedomain.net
client: ERROR: Cannot connect to localhost:3128: Connection refused

I changed squid.conf to have a safe port of 3128, but I really have no idea
if that is what I need...it didn't.
