Try the echoping program from Stephane
ftp://ftp.pasteur.fr/pub/Network/echoping
Use it on both your cache and your parent to see if theres any
difference. Something like
% echoping -n 5 -h http://www.nlanr.net/ parent-cache:3128
% echoping -n 5 -h http://www.nlanr.net/ localhost:3128
