Delaying based on content-type, is it possible?

Hi!

Is it possible to implement delaying or narrowing bandwith of squid download
based on content-type?

Why?
We have a slow connection to the outside (500Kbit/sec for 7000 people),
and of course the main load comes from useless pictures. We tought if we
would implement some delay or bandwith restriction on gifs and jpegs, it
could result in speedup for those who use internet for actually doing
something (assuming that they are professionals, and have turned off image
autoloading anyway), and help educate the rest about how to effectively use
internet.
