Comment out 'hierarchy_stoplist' (so it'll fetch from the parent if there
cgi-bin and '?'), but make sure 'cache_stoplist' has cgi-bin and '?' and
its uncommented.

End result, it'll fetch from the parent cgi-bin stuff, but won't cache it.
