I thought that what you suggest was the initial "default" behaviour of
squid anyway?

My interpretation of the configuration file was that if 'hierarchy_stoplist'
is commented out, then the default behaviour is to "directly fetch urls
containing cgi or ?". It was due to this functionality that I am after a way
to alter the defaults such that a parent request is made for cgi and ?
without setting the inside_firewall option...

Or is my interpretation wrong?
