Allowing a subnet to use cache_object-Protocol (ACL)

Hi !

Recently, I installed Squid for use with an ISP. Now I want to allow them
to connect to the Squid-Cachemanager-CGI from their other network. It's an
Subnet with a netmask of 255.255.255.127

Now my question : How can I allow them to use the cache_protocol using an
ACL ???

Wouldn't it be something like the following ?
 
ACL manager proto cache_object
ACL network3 src 192.168.10.0/255.255.255.127

with

http_access deny manager !network3

I'm asking, because the above isn't working :)

Any suggestions ? Help ? Documentation ? Hints ?
