OK... by doing:

  acl localstuff url_regex ^http://wwwcache.\.rdg\.ac\.uk:
  http_access allow localstuff

... I can solve it... but I can't see a 'neater' way. (Is this a special
case?) Is there a way the current Squid can be specified in an ACL (i.e.
a local retrieve, on the Squid port, etc.)?
