Squid 1.1.X cant do this. It expects each cache_dir to be of equal size
and usage. See the FAQ.

Squid 2 handles each cache_dir separately, and tries to balance the load
between them based on which directory that has most free space and some
other factors.

It's a Squid 2 feature. Having multiple cache directories in 1.X is a
pain.
