Doing Transparent proxying and get this error

Hi Folks:

I am new to Squid. Was not a problem setting it up. However, I get the
following error:

ERROR

The requested URL could not be retrieved

While trying to retrieve the URL: /cgi-bin/cachemgr.cgi

The following error was encountered:

    Invalid URL

Some aspect of the requested URL is incorrect. Possible problems:

    Missing or incorrect access protocol (should be `http://'' or similar)
    Missing hostname
    Illegal double-escape in the URL-Path
    Illegal character in hostname; underscores are not allowed

Here is a copy of my config file:

#squid.conf - a very basic config file for squid

#Turn logging to it's lowest level
debug_options ALL,1

#defines a group (or Access Control List) that includes all IP
#addresses
acl all src 0.0.0.0/0.0.0.0

#allow all sites to use connect to us via HTTP
http_access allow all

#allow all sites to use us as a sibling
icp_access allow all

#test the following sites to check that we are connected
dns_testnames firn.edu internic.net usc.edu cs.colorado.edu mit.edu yale.edu

#run as the squid user
cache_effective_user nobody nobody
#otherwise, you can uncomment the below line and comment the one out.
# this will run as use "nobody" with the group "nogroup"
cache_effective_user nobody nogroup
