maybe take a look in your cache.log. After squid starts it tells
you what and which siblings/parents it finds.
Maybe your 2´nd proxy is misconfigured, and not ready to talk with
it´s wannabe-daughter.

Also you could add "weight=xxx" to the end of the cache_peer - line,
to controll where most of the load is going.
