Dirstibuted proxy and cache configuration

Hi,

I'm quite new in this list, I hope in the future to give you my point of
view and suggestions about your squid related questions.
I'm working in an interesting project that involves squid in a hierarchical
enterprise.
Our net is configured as a star, we have a central department which has the
internet connection and many (about 130) department branches connected at
the central department with permanent connection.
I would like to set up a parent squid proxy server at the central
department and the other distribuited squid caches should talk to the
parent directly without tring to communicate each other. I red the
documentation about squid and found that I should disable ICP and set the
parent as the default peer_cache.
I whould also like that the departemental squid caches doesn't try to fetch
the http request directly from the network, in fact in that case they will
reach another route, non the one I desire to give them connection to the
internet.
Do you think that such a configuration is possible?
Have you some suggestion for me? I'm using the 2.3 STABLE 1 version, with
Linux server in the central department and SINIX porting (just compiled on
it... with some warnings messages) in the department branches.
