        I think you need to prepend the domain with a dot as stated in the
change log of 2.3S1. So you should have

acl locl0 dstdomain .solik.net
acl locl1 dstdomain .tdgu.sumy.ua
acl locl2 dstdomain .sumy.net
acl locl3 dstdomain .sumy.com
acl locl4 dstdomain .sim.net.ua
