Yes.

You cannot connect to Squid using a FTP client, only HTTP clients.

Some "FTP Clients" have a HTTP mode for being used behind HTTP proxies
like Squid.

wget is not a FTP client when used with Squid, it is a HTTP client
sending HTTP requests to Squid for ftp URL's
