[SQU] In Transparent Proxy

Hi,
 
I have a linux box, I installed a 8 port modem card, where users can login
through ppp.

If I implement the Transparent proxy that linux box, Is it possible to
send a webpage whenever a user logsin.

And also Is it possible to send a page whenever administrator wants to
send a page to a particular user.
