Many questions...:

Are you running a normal proxy, or are you "transparently" redirecting
port 80 to the cache?

Is your clients on a local lan, or is it dialup clients or other slow
links involved?

Have you tried with different browser brands?

Which Squid version are you running, on which OS & Kernel version?
