Using a redirect http request is better than icp request.
The following lines show a way to redirect the http request
to another proxy when your cache don't have the object.

cache_peer cache.parent.here parent 8080 0 no-query default

acl local-servers dstdomain .here_the_domain_that_you_do_not_want_cache
always_direct allow local-servers
acl all src 0.0.0.0/0.0.0.0
never_direct allow all
