As you suspect Squid is not very happy about seeing Content-Length on
GET/HEAD. It is not stricrly forbidden to have Content-Length there, but
it does not make sense either and makes the request somewhat undefined.

Squid-2.4 has relaxed the requirements somewhat on popular demand, and
accepts a Content-Length: 0 on GET/HEAD requests.
