Doesn't offline mode assume the squid has NO internet access?

It seems like he's looking for a way for squid to serve cached items in
the event that the network connection goes down (similar to how squid
bypasses cache peers when they go down -- but requests from them when they
come back). Since it would be a short-term situation, reconfiguring would
be a very messy way to hadle it.
